The "Sustainable Energy Programme in Senegal" (PED III) is a technical cooperation project of the Senegalese Ministry of Energy and Oil (MEP), financed by BMZ and implemented by GIZ. The project amounts to EUR 7.5 million and runs from 01/2026 to 12/2028. The main implementing partners are the Agence pour l'économie et la gestion de l'énergie (AEME), the Agence nationale des énergies renouvelables (ANER), the Agence sénégalaise de l'électrification rurale (ASER), the Commission de régulation du secteur de l'électricité (CRSE), the Compagnie nationale de l'électricité (SENELEC), the private sector and civil society. The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The project's target groups are the public sector (ministries, national and decentralised authorities, training and research establishments) and the private sector (media, businesses, private sector support structures and women's socio-economic organisations). The Senegalese population will have greater access to a competitive and sustainable energy supply. New jobs linked to the fair energy transition are within the reach of women, young people and professionals, depending on their areas of expertise. At national level, the capacities of the Ministry of Energy and other stakeholders to steer the energy transition process will be strengthened. In addition, support for the operationalisation of the ecosystem enabling private investment in the transition will be implemented. Lastly, the economic opportunities of the transition and the capacity-building required for its deployment will be promoted. The expected results of the project are as follows: 1. The coherent governance structure for RE & EE within JETP is strengthened. 2. The framework conditions for the integration of renewable energies into the grid and private investment in renewable energies and energy efficiency are improved 3. Public and private players have the necessary skills to implement inclusive energy transition projects

The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The framework conditions for the integration of renewable energy into the national grid and for private sector participation in RE and EE projects are improved. 3. Public and private stakeholders have strengthened capacities to design and implement inclusive energy transition projects. In order to achieve these results, the contractor will support the implementation of the project through the following activities: The contractor will provide and manage a core team of long-term experts. These experts will contribute directly to the achievement of the indicators and results defined above and will ensure the technical and strategic coherence of the activities implemented under the project. The contractor will also provide and manage a pool of short-term national and international experts who will be mobilised on a demand-driven basis to support specific technical assignments contributing to the achievement of the project"s objectives and indicators. The contractor will provide high-quality technical and methodological expertise as well as strategic advisory services to the Ministry of Energy and Oil, its implementation agencies, the JET-P coordination and monitoring unit and other key stakeholders in the energy sector, in particular in the following areas: - Governance and regulatory framework for renewable energy and energy efficiency - Integration of renewable energy into the national grid - Structuring of private sector participation and bankable energy projects - Development and implementation of energy efficiency measures in priority sectors - Capacity development and knowledge transfer for an inclusive energy transition The contractor plays a role in the work modules specified below, thus contributing to the achievement of the corresponding stages: - Work module 1: Strengthening governance and strategic management of the energy sector in the context of the energy transition (output module 1, 30%) - Work package 2: Strengthening the conditions for private sector participation in RE/EE (output module 2, 50%) - Work package 3: Strengthening knowledge and skills for an inclusive energy transition (output module 3, 20%)
