Project Overview for Zanzibar"s Water Security Enhancement Project Title: Strengthening Water Security in Zanzibar (ZanziWaS) Country: Tanzania (Zanzibar) Primary Focus: This project aims to strengthen the political-administrative framework and implement technical improvements in water and wastewater management across Zanzibar"s two main islands, Unguja and Pemba. The 3-year project is scheduled to be completed mid-2027. Context and Objectives: ZanziWaS is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Technische Zusammenarbeit (GIZ). The project addresses Zanzibar"s water management challenges through technical cooperation focusing on strengthening governance, building capacity and refining technical solutions. A primary goal is to create sustainable structures for integrated water and wastewater management, fostering climate resilience and gender equality in water security efforts. This initiative supports Zanzibar"s Vision 2050 for sustainable development, especially within its blue economy strategy. The target population includes the 1.9 million residents of Zanzibar, benefiting from enhanced water security and management services. Key outcomes include improved water access, pollution controls, economic incentives for water conservation, and enhanced civil society engagement. The project includes the output areas to which the consultant"s scope of work will contribute. Output 1 - Policy and Governance: Improving the political-administrative environment for water and wastewater management. Regulation on the monitoring, control and sanctioning of pollution, waste and illegal abstraction of drinking water has been drafted. A detailed guideline for the introduction of cost-covering and socially balanced water tariffs and wastewater charges has been developed. Output 2 - Capacity Building and Improved Service Delivery: Strengthening capacities of ministries, water utility and local government staff, has successfully improved the operation and maintenance of drinking water infrastructure and wastewater management. Reduction of downtimes of pumps for water supply by introducing decentral solar systems as well as an improved revenue collecting system for the water utility by adjusting water metering methods and reducing non-revenue water. Output 3 - Water Resource Management: Introduction of instruments to improve the climate resilience of the water sector such as improved monitoring, public awareness and participatory approaches focusing on the collaboration with the private sector.

Key Work Packages and Deliverables Work Package 1: Political and Administrative Environment Improvement This package focuses on regulatory enhancements, oversight of water and wastewater management, and inter-agency cooperation. It includes activities like updating the Water Act and developing guidelines for sustainable tariffs. Expected deliverables: - Draft regulations on water resource management - Cost-covering tariff guidelines incorporating social equity - Established processes to transfer wastewater oversight to the Ministry of Water, Energy and Minerals (MoWEM) Work Package 2: Technical Solutions and Digitalization in Water Management Addresses technical gaps in Zanzibar"s water infrastructure, including metering deficiencies and lack of groundwater data, by implementing digital monitoring tools and building capacity within Zanzibar Water Authority (ZAWA) and MoWEM. Expected deliverables: - Deployment of multi-parameter sensors for groundwater monitoring - Rainwater harvesting and wastewater reuse incentives - Digital database consolidation for water resources Project Partnerships and Coordination The project aligns with various development initiatives, working alongside the German Development Bank KfW, UNICEF, JICA, and the World Bank. Partnerships with local NGOs and the private sector aim to maximize community involvement and technical expertise, fostering sustainable practices in water management across Zanzibar"s islands. Expected Impact The ZanziWaS project anticipates long-term outcomes, including: - Enhanced water quality and availability through targeted interventions - Improved operational management of water and wastewater services, supported by public-private partnerships - Adoption of climate-resilient strategies and tools, reducing Zanzibar"s vulnerability to climate change
