Moreover, the assignment requires a unified methodological approach and consistent stakeholder engagement across all phases, which would be difficult to maintain with multiple contractors. Given the need for close coordination with various government ministries, regulatory bodies, and stakeholders, including activities delivered through local subsidies, a single contractor ensures streamlined communication, clear accountability, and efficient implementation. The capacity development component, particularly in quality assurance, further relies on insights from policy analysis and ongoing advisory support, underscoring the importance of synchronized delivery. Maintaining the tender as a single lot therefore ensures coherence, minimizes coordination risks and transaction costs, and strengthens accountability for delivering a high-quality and impactful intervention.
