The GIZ Innovations for Climate-smart Urban Development (INCLUDE) project aims to strengthen climate resilience in Bangladesh"s municipalities by fostering locally led, innovative solutions. The project focuses on four partner municipalities: Sirajganj, Gaibandha, Chapainawabganj, and Charghat. This tender concerns the facilitation and technical implementation of up to 12 small-scale, innovative measures under the Innovation Lab Process, emphasizing participatory, agile, and human-centered approaches.
The contractor will support the iterative development, prototyping, implementation, and integration of these measures, which aim to address urban climate vulnerabilities while ensuring inclusivity. At least four measures must focus on digital solutions, and two must prioritize gender equality and inclusion. Each measure will be designed to improve infrastructure, services, or processes and will be implemented in collaboration with municipal administrations, developer teams, and relevant stakeholders such as civil society, academia, and private sector actors. The tendered services include: - Organization and Facilitation of 12 Innovation Lab Process Lines: Workshops, design sprints, and co-creation formats to collaboratively develop measures, ensuring the active participation of marginalized groups. - Technical Development and Implementation of Measures: Needs analysis, technical design, iterative prototyping, user testing, implementation, and sustainability planning for infrastructure, digital solutions, and service-based innovations. - Capacity Development and Coaching: Targeted training and coaching for Developer Teams and municipal staff to enhance technical and institutional capacities, ensuring long-term ownership of innovations. - Sustainability and Scaling Strategies: Development of frameworks and scaling plans to institutionalize successful innovations and enable replication in other municipalities. - Monitoring, Evaluation, and Documentation: Ongoing progress monitoring, reporting on assignment impacts, and documentation of lessons learned to inform national policy recommendations. The contractor will ensure compliance with gender equality principles, environmental and social safeguards, and inclusive participation of vulnerable groups throughout the process. By implementing innovative, user-driven solutions, this assignment will contribute to sustainable, climate-resilient urban development in Bangladesh while fostering peer-to-peer learning and horizontal knowledge sharing.
